WASHINGTON — WASHINGTON — What may be the ghostly remains of the Civil War ironclad CSS Virginia, which won immortality for its 1862 battle with the Union’s Monitor, have been located near the mouth of Virginia’s Elizabeth River not far from Norfolk.
